?Joint Kick-off Meeting for Uzbekistan Navoi ASU and 110kV Substation Renovation Projects Held in Tianjin
On July 29, the joint kick-off meeting for the Air Separation Unit (ASU) Project and the 110kV Substation Renovation Project at the Navoi Nitrogen Fertilizer Plant in Uzbekistan was successfully convened at the Tianjin headquarters of Sinoma Energy Conservation Ltd. Chaired by Mr. Sun Zhenchuan, Deputy General Manager of Sinoma Energy International Investment Co., Ltd., the meeting brought together the company's senior management, heads of relevant functional departments, and all project team members. The event marked the official transition of these two key overseas projects from the planning phase into full-scale execution, laying a solid foundation for high-standard construction and efficient delivery.

The new ASU will supply stable, high-purity industrial gases to the industrial park, serving as the core gas supply backbone for local industrial chains. In parallel, the upgraded 110kV substation will function as a critical power hub, ensuring a continuous and reliable power supply for the ASU system. Together, they form an integrated support framework combining "power security + industrial gas supply," which will significantly enhance the infrastructure capacity and overall carrying capability of the Navoi industrial park.
During the kick-off meeting, the project manager delivered a comprehensive report on the overall implementation plan, covering the project organizational structure, execution budget, construction schedule, quality and safety management, compliance controls, and local legal and regulatory adaptation. Functional departments then offered targeted recommendations for optimization and coordinated execution measures across design collaboration, procurement and logistics, site construction, HSE management, and staffing — providing solid support for the steady and efficient progress of the projects.
The company's management team set forth key deployment priorities and reinforced management accountabilities for project delivery. With a clear focus on exchange rate risk mitigation, human resource allocation, high-standard client expectations, localized drawing adaptation, dynamic schedule control, and full-cycle cost management, the meeting further refined the cross-departmental collaboration mechanism, clarified the responsibilities of all parties involved, and achieved a streamlined, unified allocation of global project resources.

With the projects now officially launched, the project department will rigorously implement the target responsibility system, refine construction schedules, optimize execution plans, allocate global resources rationally, and proactively identify and mitigate potential risks throughout the project lifecycle — all with the goal of ensuring full completion and stable operation on schedule.
